1) It's staffed, but not exactly "full" so there is room for growth. Like one or two clerks/staff for business buildings and bare minimum instructors. However given the small population they shouldn't be overcrowded for a while. Since it is just opening up it will feel more empty but there is inventory and people working there. That said there are preexisting buildings nearby/around them that would be empty and it wouldn't be difficult for a "new owner" to come in and take over something if there is interest.
2) It's not impossible to find one from an emptier building and just...take it, but if he wants to buy one from one of the newer stores, then he'll have to barter something in exchange. What that is is up to you. It could be services such as working at the store for a few weeks, gathering materials to help create new instruments, playing a concert to help attract attention to the area, etc.
