Excellent question!

It really depends on the situation. Alastor can be a massive troll, but he takes his profession very seriously. Being the first broadcaster in Reverein comes with double the responsibility in that he is the one setting the ground rules for if someone else manages to start their own station. (Whether the radio lasts beyond this month or not is irrelevant.) He's basically going to be acting as both radio host and journalist, after all. People are going to refer to his work regardless of whether or not he's still in Reverein when someone else starts their own broadcast.

Alastor would force the issue if the person he's attempting to interview is involved in a particularly newsworthy event. Let's say that tomorrow a close acquaintance of Zelda's attempted to summon a noctaere to take over Dreambucks Cafe but was stopped by the local watch. (Weird goal, I know, but just roll with it.) As someone close to the perpetrator, Zelda might have insight into what might have caused that person to attempt such a thing, maybe even have unintentionally overlooked warning signs. In which case Alastor would be actively trying to get her to answer questions on-air or at least give a broadcasted public statement.

However, if someone was involved in a newsworthy event that had some public interest but wasn't something as dramatic as deliberately trying to bring doom down on the town, Alastor would consider sending an invitation to speak on the air or at least provide a written statement he could read off to satisfy listeners. For example, if all of the other Flower Queen candidates decided to advertise themselves but Zelda didn't, Alastor would send an invitation to Zelda to do the same to even the playing field. She would be free to accept, send a written statement, or decline altogether.
